Today, due to their dimensions and wide area impact, terrorist attacks, mass killings and destructive natural disasters are among the issues that public authorities sometimes have difficulty in responding to. Increased losses because of ineffective responses may also undermine public trust towards public authorities. In such cases, obstacles in front of bureaucratic and technical coordination between different bodies of the state have begun to be questioned.
