Today, countries make sense and sustain by their National Capacities. Energy and Energy Security are of great importance in the National Capacity concept which consists of various parameters and elements. Energy security is a concept that should be dealt with in terms of energy supply security, physical security and cyber security.

The fact that energy resources are not unlimited and increasing energy demand raises the “energy problem. In particular, the lack of widespread use of renewable resources, concerns over the recent depletion of fossil fuels, and problems in regions where energy resources are concentrated have made energy security a top priority.

Energy security may be discussed under five main headings:

  • Establish a process for a foreseeable future that will not be affected by crises
  • Sufficient energy resources needed by consumers (reserve)
  • Continuous and stable delivery to the consumers (transmission)
  • Reasonable prices to be placed in the market (prices are determined in competitive market conditions, fragile and not very variable, the change in energy prices to the extent that the state does not affect the general welfare level of the buyer or seller)
  • Ensuring the physical and cyber security of critical energy infrastructures

Critical infrastructures in the context of energy are considered within the scope of strategic systems that need to be protected at national level as they are exposed to various civil and military threats. Most of the attacks targeting operational processes that can have various consequences in the physical world begin with abuse of IT systems.
